Bright Shimmering Lights is a reference to a phenomenon of the appearance of stars twinkling in the night sky. It is more formally known as Astronomical Scintillation. The cause of this twinkling, is an affect where the light from the distant stars are passing through several layers of atmospheric turbulence causing a warbling effect.
